What is an Owner's Engineer?

An Owner's Engineer (OE) is an independent technical expert appointed by the project owner to represent their interests throughout the lifecycle of an energy or infrastructure project. Unlike the EPC contractor — who is responsible for delivering the project — the Owner's Engineer acts as the owner's eyes, ears, and technical authority on site. The OE reviews designs, audits contractor workmanship, verifies that equipment meets specification, and ensures the final system is commissioned correctly and safely.

Why do I need an Owner's Engineer if I already have an EPC contractor?

Your EPC contractor is contractually motivated to deliver the project on time and within their own budget. Without independent oversight, design compromises, material substitutions, and workmanship shortcuts can go unchallenged. An Owner's Engineer has no financial interest in those trade-offs — their sole obligation is to you, the client. For projects above a certain scale or complexity, the cost of an OE is typically recovered many times over through defect prevention and contract compliance enforcement.
